Job Description: 

Applications are invited from suitably qualified candidates to fill the following vacant position within the Corporate Services Division, National Land Agency.

ADMINISTRATOR

The successful candidate will report to the Operations Manager

Job Purpose

Facilitate and supervise the provision of adequate support services within established standards in relation to procurement, personnel, mail delivery, transport services, asset and inventory management. To co-ordinate the timely and proactive maintenance and repairs to Government facilities and assets. 

Key Responsibility Areas:

Management/Administrative Responsibilities

  • Execution and monitoring of Unit Work Plans
  • Enforcement of procurement rules and guidelines
  • Adherence and support of asset disposal policies and guidelines
  • Recommends disciplinary action to the Operations Manager within established guidelines
  • Manages assigned imprest
  • Application of safety and environmentally friendly policies and standards
  • Oversight of canteen operations and management of Concessionaire
  • Monitors the quality of service provided by waste disposal, security and janitorial contractors
  • Ensures that Incident Logs and other daily logs are maintained and signed
  • Identifies and reports to the Operations Manager any need for major repairs to the facility and/or maintenance work
  • Oversight of the driver and deployment schedules and reports provided by the Transport Supervisor
  • Assists with the development of corporate and operational plans for the Operations Unit
  • Assists with the review and documentation of policies and procedures
  • Ensures that staff under supervision of Administrator adheres to established work plans
  • Monitors service requisitions to ensure completion of requests
  • Schedules/rosters work of support staff to ensure efficiency
  • Ensures individual inventory cards, service records and location records are updated
  • Provides leadership through example  and sharing of knowledge and skills
  • Conducts performance appraisals in accordance with established guidelines
  • Ensures staff is exposed to training and development
  • Ensures the staff adhere to procedures designed for the securing of building and equipment
  • Maintains staff attendance register
  • Supervision of leave requests to ensure continuity in operations

Technical/Professional Responsibilities

  • Ensures that the facilities are in good repair, clean and the grounds are maintained
  • Assist with identifying major repairs to be undertaken to facilities and informs the Operations Manager
  • Monitors transport portfolio and makes recommendations on repairs, disposal and servicing to Operations Manager
  • Makes recommendations to Operations Manager on assets to be disposed of
  • Maintains adequate stock of stationery, office and other supplies required by the Divisions.
  • Ensures that there is adequate stock of first aid supplies
  • Maintains up-to-date inventory of furniture and equipment in the Agency
  • Monitors security and janitorial contractors to ensure compliance with contractual arrangements
  • Procures goods and services below $1.5 million for the Corporate Office
  • Prepares Purchase Requisitions for the purchasing of goods and services in order to replenish stocks at re-order levels
  • Forwards purchase order to suppliers and monitors delivery of items
  • Assesses and certifies the quality of service provided by contractors
  • Assists with the disaster preparedness and emergency management programme.
  • Ensures that equipment such as air conditioning units, photocopiers, stand–by generators, are serviced
  • Monitors deliveries to ensure that goods received are inspected and checked  against purchase orders for brand, type, quality and quantity
  • Liaises with Finance and Accounts Unit and suppliers to ensure the settlement of accounts
  • Maintains records of transactions between the Agency and suppliers
  • Conducts checks of the Stores to ensure that proper reconciliation and balancing of stock items are done.
  • Assists with the investigation and preparation of reports of accidents involving vehicles assigned
  • Coordinates the readiness of conference rooms to facilitate  meetings and training
  • Develops report on activities undertaken in the  divisions and submits to the Operation Manager

Other Responsibilities

  • Performs other related duties assigned from time to time by the Manager

Minimum Required Education and Experience

  • A Bachelor of Science Degree in Business Administration, Business Studies, Public Administration, Facility Management, Management Studies or equivalent qualification from a recognized tertiary institution
  • Two (2) years’ related experience
  • Certificate in Supervisory Management and is experienced in supervision
  • Specialized training in Supplies Management OR Inventory Management would be an asset
  • Training and Experience in project management and/or construction management would be an asset.

Remuneration Package

  Salary Range: $1,605,312- $1,733,265 p.a.

  Motor Vehicle Travelling Allowance: $813,564 p.a.
